I honestly beleive that there are already to many definitions of what counts as a vote to ever reach a consensus on this. As I said elsewhere. We will still be arguing this in 2008.
Going by the final legaly binding decision of the courts. I beleive it will be GW.
Going by the will of the will of the people (this would include those who were legaly allowed to register, but who were prevented from voting) I beleive J Kerry.

As I said before in the other thread, two things drive my vote on this.
1) President Bush cannot reliably pull >50% of the voters (likely or registered) and his approval rating has been below 50% as well. These are danger signs for incumbents.
2) New voters and undecideds break historically 2:1 in favor of the challenger in elections - easy to understand why. There is a historical high mark of new voter registrations. This is another blinking red danger sign for Bush.
My prediction? Kerry pulls a 50-49 popular and gets 300 EV's.
