Are you just unable to comprehend simple english?
Not all laws dictate strict treatment.
For example if there is a rule that says all prisoners will receive at least 3 meals a day and the administrator of the prison system decides to give them 4 meals a day they have not changed the law only the policy of that prison.
The President has the right to direct the organizations under his control to give additional benifits based upon the policy he puts forth. He cannot take rights away from individuals that are entitled to them by law, but he can give additional if he wishes.

This is not true. An absurd example - a President could decide to not enforce federal murder statutes, effectively granting the "right" to kill on federal property. More reasonable examples - a President can not spend more money on, say, housing assistance, than that allowed by Congress.

If you look at the entire post rather then that one sentence you would see where you are wrong.
When a law passed by congress gives flexibility then the president can do the very thign i mentioned.
Some laws are closed set of flexibility while others are open ended.
The budget is an example of no flexibility where the government is directed to spend only that amount.
The president can however grant clemency and pardons for those who did break the law and were sentenced.

BTW, I watched the hearings, and the most disturbing part to me were the calls from the Repubs for the new AG to be stricter about enforcing obscenity laws.
