This is a sort of legalese wrangling that's very common, if it is as the article described. For instance, the United States doesn't officially acknowledge Pakistan has the bomb, because to do so would obligate us to set certain sanctions against them.

I agree, but to deny someone you know has a weapon or deny someone you know just slaughtered hundreds of thousands maybe millions and you denial makes it so no action will be taken.. it just seems differnt.. kinda like illeagle possession verus first degree murder kind of thing..

But the way we talk it about it here, sure makes ya respect Stalin. What was it he said:? To kill an individual is tragedy, to kill a million is a statistic.
