Makes sense to me as well, Ron, if they are providing data in the standard (read: old) report that could be used by terrorist organizations. The coincidence of the numbers rising and the change in policy caused an increase in suspicions of the administration's motives. Perhaps there is a devious motive, but I suspect this was a typical case of the Bush Administration not caring about the Other Sides opinions.
However, the numbers Klast quoted are interesting. I would like to see the report, and parse the data, or preferably have a more industrious person do it for me, since I am lazy. Would be neat to see where increases have occurred, and if singular "mass" acts like the Russian school or 9/11 have increased, etc.

That is from the article you just cited.A State Department spokesman said last night that he is confident the data will be officially released. He said the government is committed to "providing the public all the information it needs to have an informed debate on this issue."
