UNO was awarded $98 million back in 2009 to build eight new schools. The Chicago Sun-Times, however, has revealed there are questions about whether contracts have gone to insiders rather than the lowest bidder.
This is, at it's base, what the whole 'charter school' nonsense is about - there's a gigantic pot of money out there and a metric shit-ton of grifters who want a yacht who never used to have access to it.

Money's also why there's lots of funny testing results, too. Or you can be charitable on that one and still see the problem elsewhere.

So you don't think there is corruption in bids to construct public schools? Is that the point?

Or are you pointing out that pay for performance is a sham? I'm good with either actually......but you muddied the waters.
