I think he means that on PvP servers, the build events will be PvP centric and meaningful to the world. But who knows.

This is the thing that drives me nuts about games like EQN. They seem to have gotten themselves into that grey area between 'reboot' and 'new game entirely'. So, it's an EQ game, set prior to the events of EQ, but they changed the name of a major continent, dropped a dozen dieties (Rodcet, Tunare, The Zeks, Innoruuk, Cazic, etc.) adding replacements for the dropped ones (Agnistos, Amaril, Ancha, why all the A words?) and altering key story concepts (Tunare being the creator of the elves is out, since she's gone).
Why not just make your new game and call it something else? Right now, it won't have any of the same familiarity for old school EQ players. Look at the Gods they omitted. Inny, Cazic and Tunare? Those are 3 of the most quintessential parts of the lore in Norath. Not to mention Elves/Dark Elves made up like 50% of the total character races in the original. Decimating their story kills a lot of the connection and familiarity that an older player such as myself feels toward the game.
I genuinely feel like this isn't an Everquest game. It's a game made by people who liked EQ and paid an homage to it by including a few familiar names (Veeshan, Karana, Brell, etc.). But, still a new game entirely.

I for one don't want to play Everquest all over with new graphics. I want a new story set in a familiar setting.

THE TEMPEST:
Described by Lead Systems Designer Michael Mann as a Druid Assassin, the Tempest is a highly mobile, lightning wielding badass. They are highly movement based, darting around the battlefield at the speed of light. In PVP, this means your best bet is to use movement impairing attacks. The Tempest can float down from high vantage points, turn himself into lightning and move all over the map damaging anything in his path. They're pretty damn wicked in action, and would be more about DPS than the other two listed above.

Rallying Call Scenario Example
Imagine the first few weeks of the game. We've all landed in Qeynos and have been strengthening the city and expanding it. Eventually it gets to the point where all of the races that banded together to resettle Amaril begin having issues with each other (or maybe start pursuing other goals after their initial ones are complete). A few prominent NPCs strike out on their own to go found different cities for their respective races. Now the players get to choose (individually, and collectively) which of these races they're going to help first.
Perhaps most players decide to aid one particular race (maybe to unlock a new playable race, or maybe for some other reasons). Most likely, the server population will choose to split between all the different options we're being given. Can we do that? Yes, it just means that if there are four locations, they are all going to progress at 25% the speed that they potentially could if everyone focused on just one particular "Rallying Call".
The most interesting part about it all, is that the developers aren't wasting time and resources by some content not getting played. Each server will be unique in how their worlds unfold and which choices all of its players are making. So the content is going to get experienced on at least some of them without any developer intervention.
The other option the developers have is creating new incentives to start leading us towards that unplayed-content we never originally bothered with. Suddenly "new" content comes to the world months after other servers have unlocked it and played through it. Not only can they give us direct incentives, but they can insert new goals and desires within different factions to make the NPCs themselves start showing interest in a particular area... and that's just the tip of the iceberg.

Seems somewhat "unstable", letting the players direct your story... First rule of GM'ing - the plans only last as long as it takes to introduce it to the players.

The players don't direct the story. The Rallying Call is initiated by the server and will likely eventually be built regardless of player involvement.
