Well this would be a big change, 51 states ...on the flag, in the text books etc etc.

IIRC The only application that has been turned down is the District of Columbia, mainly because it would defeat the purpose of the Distric of Columbia.

I do not see any reasonable way that congress could refuse.

Unless/until PR deals with its debt, and the severe percentage of its population that work for the govrenment, I would not think Congress would ratify their acceptance into the union.

They need a hurdle to demonstrate their willingness to act like a state, not a country.
