WASHINGTON — House Majority Leader Tom DeLay (search), under an ethical cloud in recent months, has told supporters that he has "never been found to have violated any law or rule by anyone."

In a mailing made public Monday, the Texas Republican's campaign added a defiant rebuttal to the letter, saying, "Democrats have made clear that their only agenda is the politics of personal destruction, and the criminalization of politics.

"They hate conservatives like DeLay and they hate that he is an effective leader who succeeds in passing the Republican agenda."

A spokesman for DeLay said the letter and accompanying multipage rebuttal were sent last week to supporters and donors. Read the mailing by clicking here.

He has strenuously denied any wrongdoing and said he wants to appear before the chairman and senior Democrat on the ethics committee to clear himself.

The ethics controversy surrounding DeLay has spilled over to the panel itself. Democrats, accusing Republicans of pushing through a unilateral rules change to protect DeLay, have refused to allow the committee to conduct business.

While DeLay and others accuse Democrats of seeking political points from the controversy, some Republicans have privately begun to express concern that the party could be damaged unless a way is found out of the impasse.

In an overture to Democrats on the panel, Rep. Doc Hastings (search), R-Wash., the chairman, offered last week to change portions of the new rules. His proposal was swiftly rejected.

Republicans, speaking on condition of anonymity, have said they expect Hastings to make another attempt at compromise in the next several days.

A spokesman for DeLay confirmed the authenticity of the mailing to supporters after it was obtained independently.

In it, DeLay wrote supporters that he was contacting them after receiving requests for a "fact versus fiction briefing document."

"It should come as no surprise that following the 2004 election-year attacks on the president that the Democrats, their syndicate of third-party organizations ... and the legion of Democrat-friendly press would turn their attention to trying to retake Congress," he wrote.

The accompanying summary said, "Tom DeLay does not stand accused of any violation of any law or rule in any forum and has never been found to have violated any law or rule by anyone."

In the case of a complaint that went to the ethics committee last year, the mailing said, three of four individual counts were dismissed and a fourth deferred.

"The committee sent him two letters containing informal warnings to be careful in the future for what it admitted were cases of first impression. The verb 'admonished ' was used and is now exploited to mean some sort of sanction," it said.

As for three trips that have come under scrutiny, the mailing said journeys to Russia in 1997 and the United Kingdom in 2000 were proper.

It said DeLay went to in 2001 not realizing the organization that paid for the journey had registered as a foreign agent two days before the traveling party left the United States.

The mailing was the most recent attempt by DeLay to shore up his political support in the wake of ethics allegations.

Last week, he said the charges against him constituted the "Democrats agenda" and told reporters he didn't intend to answer questions about them. The same day, he granted a lengthy interview to The Washington Times, which is widely read among conservatives.
To rebut the boldface:

DeLay has been rebuked three times by the ethics committee for violating House ethics rules.

DeLay has engaged in the politics of personal destruction with relish for most of his House career, and is in no position to cry foul now.

It is very odd how much you hate this person, Relbeek. The charges I have seen so far are even more flimsy than the charges against Clinton....if that is possible.

Can you cite where Delay has been "rebuked" for "violating house ethics rules"?

All I have seen are three admonishments from the Ethics comittee for the "appearance" of conduct not becoming a US Congressman.

Last year, the panel admonished DeLay three times, saying that he had created an appearance of conflicts of interest in his dealings with federal agencies and special interests. He not accused of breaking any House rules.
I noticed the total lack of response from Beek so I think it safe to assume he has realized he is full of it and cannot link anything so I figured I would just drive another nail in the coffin for this thread.

Read it.....still don't see any quoted text from the article that suggests he was found to have violated House rules. They seem to simply be warnings about how such conduct might appear. Care to quote something from the article that says differently.

Um yes, Kulaf, because of two things....

A) Fox News regurgitates Republican talking points, ergo it was a fine source to dredge up DeLay's bullshit. In legalese "It doesn't go to the truth of the matter asserted."

B) I believe the article came off the AP wire anyway.
The House ethics committee last night admonished Majority Leader Tom DeLay (R-Tex.) for asking federal aviation officials to track an airplane involved in a Texas political spat, and for conduct that suggested political donations might influence legislative action.
-- noting specific actions rebuked.
"In view of the number of instances to date in which the committee has found it necessary to comment on conduct in which you have engaged, it is clearly necessary for you to temper your future actions to assure that you are in full compliance at all times with the applicable House rules and standards of conduct."
-- noting that he hasn't been in compliance with House rules.

In the second link above, i refer you to the section beginning with "Your use of governmental resources for a political undertaking. " That's the committee telling DeLay he broke the rules, while the previous section is a rebuke for an "appearance".

I also cite for you this paragraph:
As you are aware, it does not suffice for any House Member to assert that his or her actions violated no law, or violated no specific prohibition or requirement of the House Rules. The House Code of Official Conduct broadly requires that every House Member, officer and employee “conduct himself at all times in a manner that shall reflect creditably on the House.” It is particularly important that members of the House leadership, who are the most publicly visible Members, adhere to this requirement scrupulously. The fact that a violation results from the overaggressive pursuit of one’s legislative agenda simply does not constitute a mitigating factor.

Sorry no weaseling allowed. You stated that he violated House rules. Nothing you have linked have stated this. Not a single thing. And I think I know why.

I would suggest you read that because you seem to have a fundemental missunderstanding of how the system works when you violate a House rule or law.
